Scope Limits allow a user in an HR Admin (based) role to be limited by position in addition to scope.  By default an HR admin based role is not limited by position.  After at least one position is added, users in that role will only be scoped for users in that position(s).  To use this feature, navigate to the page for the role you wish to edit.  Then navigate to the 'Scope Limits' tab.  Choose the position you wish to limit by using the drop down box, then click the green '+' button.
