Generate Reset Key Button
When editing administering a user, the Security tab now has a 'Generate Reset Key' button.

Upon pressing this button, a 5-character key will be generated . Give and displayed to you, as well as emailed to the user if they have an email in the system. Giving this key to the user so they can will allow them to use it on in the 'Forgot Password' wizard.
If the user has an email in the system, they will also be emailed this reset key

Forgot Password Wizard
On this page, click the 'Forgot Password' button at the top of the login page. Then, after entering your Login ID, click the 'I have a Password Reset Key' link on the right.
