An OJT module can be set to allow the reviewer to initiate the workflow start a review even if the student has an existing OJT that has not been submitted, or the module has not been automatically submitted. This can be useful where there is no student side to an OJT, or where reviewers might need to complete ad hoc training on the floor.
If the OJT module is not assigned to the student, the a reviewer can initiate the process and this will make a manual assignment to start the review.
