To start, click on the 'Module Report Groups' link under the 'ReportsCustom Report Options' heading in the 'AdministrationReports' menu.

This will bring you to the Module Report Groups page.  From here, you can search for and edit existing Module Report Groups.  To create a new Module Report Group, click the green '+' button at the top right.
