An OJT module can be set to allow the reviewer to start a review even if the student has an existing OJT that has not been submitted, or the module has not been automatically submitted. This can be useful where there is no student side to an OJT, or where reviewers might need to complete ad hoc training on the floor.

Considerations for allowing Reviewers to Initiate Workflow
For modules without student content, Declinations should be set up as None (approvals only), or Decline and close assignment only for . This will prevent modules without student contentcontent from being returned to the student upon declination.
Reviewer initiated modules should not be used with digital signature documents where the student submission will be skipped.
